Telecommunications and Computer technology in Kazakhstan
On February 14 the Almaty information technologies park Alatau IT City will open a new innovation center Microsoft & Hewlett-Packard.
The opening ceremony will be held within the framework of the memo of understanding signed by the Kazakh Industry and Trade Ministry, Agency for Informatization and Communication and Microsoft Corporation on March 25 of 2004.
Technological centers of Microsoft working in many countries of the world set the pattern for creation of such a center in Kazakhstan. All of them are working by the principle –effective modelling of any decisions with time and cost-minimizing effect for clients, holding trainings of different levels for clients, designers and partners. Besides, the clients of the new center will be able to try the latest innovative IT-decisions of Microsoft Corporation. (Feb ’07)
“The second stage of the sales of the Kazakhtelecom shares is planned this February,” Samruk CEO Sauat Mynbayev told at the meeting of the board on the activity of the state holding.
"last year it was determined to place 4.6% of a parcel of shares of Kazakhtelecom JSC on the stock market and sell them in two stages, thereat, the state holding owns the control stake, 51%. The major part of the shares was sold first in Almaty, Karaganda and Astana cities through the affiliated network of KazPost. 20% of the total amount of 4.6% shares will be realized in Astana at the market initiated among the pension funds," Mynbayev added. Prime Minister of Kazakhstan Karim Massimov directed the management of KazPost JSC to develop the trade opportunities through KazPost system at a broadened meeting of the board of the Kazakh State Assets Management Holding Samruk JSC.
“First of all, it is crucial to develop a system of electronic commerce. We should organize an Internet-point in every department of the post”, the PM highlighted.
“It is necessary to develop and improve KazPost JSC service. KazPost is a single network instrument providing access to every citizen. The Kazakh population interacts with the state institutions through this organization”, Mr. Massimov added. (Jan ’07)
At the plenary session Majilis deputies adopted with amendments of the senate the project of the laws On informatization and On introduction of additions into the acts concerning information
The bill is directed at development of information infrastructure, including formation of e-government and electronic akimat (mayor office).
The bill establishes legal bases of informatization, regulates public relations, use and protection of electronic information resources and information systems.
The bill regulations specify the competence of the government, the authorized body, and the central and local agencies of information sphere and also the power of the national operator. The document also defines the procedure of interaction of the state information systems within e-government, specifies the rights of physical and legal persons to the access to electronic information resources.
The deputies adopted the bill On introduction of additions to the acts concerning informatization.
The laws have been adopted by the Parliament and will further be directed for the President's signature. (Dec ’06)
According to the results of the selection 12 projects will be realized on the territory of the Alatau information technologies park, 10 – in Uralsk technologies park Algoritm and 13 – on the territory of Karaganda park UniScienTech, head of Kazyna Fund Kairat Kelimbetov has stated at the sitting of the Government.
The main task today is informatization of the created technologies parks. Alatau park has all prospects to become a platform for expansion of a long-term IT business in the region, K. Kelimbetov said.
Representatives of Microsoft and Cisco Systems are demonstrating great interest in development of this park in the aspect of investments and localization of business.
Besides that, feasibility study on formation of 4 regional technologies parks in Astana city, South, East and North Kazakhstan oblasts are being worked out, Mr. Kelimbetov noted. (Nov ’06)
On Tuesday after the test completion, the first Kazakhstan’s communications and broadcast satellite KazSat and ground control and communication’s monitoring system on the territory of Kazakhstan were handed over from a producer of the Khrunichev State Space Scientific and Production Center to Kazakhstan customer KazSat JSC.
Final take-over act was signed by General Director of the Khrunichev State Space Research and Production Center Vladimir Nesterov and KazSat JSC Director A. Iskanderov.
An agreement on production and launching of the Khrunichev State Space Scientific and Production Center the first ever Kazakhstani geostationary satellite was inked on January 2004 in terms of an official visit of Russian President Vladimir Putin to Kazakhstan.
In its creation participated more than 15 foreign firms including leading manufacturers of airborne telecommunications equipment - Boeing, Alcatel Alenia Spazio Italia, ComDev.
KazSat satellite was successfully settled into geostationary orbit on June 18, 2006 from Baikonur space center by Proton booster. (Oct ’06)
