Form-Solutions has molded its portfolio around the fact that demand for a single point of contact is forcing authorities to perform a tricky balancing act between solutions focused entirely on citizens’ needs and traditional administration processes. The company has now joined forces with Charisma-Team to develop the “Lebenslagenmanager” a software which automatically generates tailor-made forms in perfect sync with the individual needs and official pursuits of each citizen. The software involves a metaform system designed to profoundly extend the online information service portfolio of city halls and simplify the process of filling out forms considerably.
The system is designed to translate traditional administration structures into citizen-oriented procedures, putting the spotlight firmly on the needs of citizens. The idea behind the “Lebenslagenmanager” is quite simple. Instead of filling out individual forms as was previously the norm, citizens now receive a list of simply-worded questions tailored to their personal circumstances.
This list reacts dynamically and is automatically extended or shortened in response to these. The simple language used in the questions helps eliminate problems of comprehension. Once the list of questions is complete, all the forms required for the citizen’s current circumstances are filled out automatically using the data provided.
This brings us to a further benefit of the program data only has to be entered in the list of questions once. For example, once the citizen specifies his or her date of birth, this data is automatically entered on all forms requiring this information.

The mpsMC Management Cockpit software solution is an easy-to-use tool for managers and leading executives. It was developed by mps Public Solutions as a management cockpit for mayors, chief officers, and council members, and provides them with comprehensive and concise information as and when they need it. One of the many benefits of the solution is that it gives managers and executives quick and easy access to key financial figures and reporting data.
The system allows simple integration of all kinds of databases covering all conceivable public sector areas and non-mps procedures. In just a few mouse clicks and with virtually no IT know-how, the mayor, for example, can get an overview of the economic situation of his or her local authority at any time.

The Bundesministerium für Integration (BMI, Federal Ministry for Integration) has selected Berlin as the model region for rolling out the nationwide public sector service line “115”. The “Berlin Telefon” from the operator IT-Dienstleistungszentrum Berlin (ITDZ Berlin) demonstrates the technical and functional requirements for connecting to the nationwide service line 115. Subscribers can contact this service line for the whole of Berlin using the centralized telephone number 900. The operator uses future-focused Voice over IP technology for this purpose.
This enables the call centre in Berlin to forward a subscriber’s call along with an electronic ticket to the responsible department using a system that is unique in Europe. As an additional service, the call centre in Berlin will also help subscribers fill out online or printed forms. In future, other public sector companies, such as the Berliner Verkehrsbetriebe (BVG, Berlin Transportation Company), will also be incorporated into the service line.

Thanks to the new cellphone parking system sms&park from sunhill technologies, drivers in Germany can now pay for parking by cellphone without first having to complete a time-consuming registration process. Drivers no longer have to rifle through their pockets for change or play “hunt the parking meter”. Before the parking time expires, the system automatically sends the driver a reminder by text message, giving them the opportunity to extend their virtual ticket on the move. The service is paid for either via the telephone bill or prepaid card. The solution’s system partners are Vodafone and T-Mobile.

Siemens is one of the lead partners in the EU’s eGovernment research project “Guide”. The trusted and secure transaction platform “Husky” from Siemens Schweiz is key here, serving as a platform for integrating a host of identity services and for secure data exchange between authorities and organizations. The system was developed in 2001 as a management information system for military applications. It underwent further development for networked eGovernment applications due to the striking similarities between these operations and those of military management information systems.
These similarities include high data security, extremely flexible interfaces, cost-effective expandability, future security, and simple connection to older systems. The manufacturer states that the challenge of service integration lies in the various and widely-distributed data sources whose autonomy must be ensured at all times. The platform is based on a strict, decentralized architecture, with functions being broken down into independent components or services.
Applications and data sources are connected via standardized or customer-specific adapters without compromising the autonomy of the individual systems. The distributed business processes can be outsourced from the applications to locations beyond organizational boundaries and realized using the integrated Business Process Engine. Potential areas of application include governments, interior security services, and health care authorities.

Fabasoft eGov-Suite 7.0 implements digital business processes in public administration. As the manufacturer underlines, the system shortens turnaround times for processes and provides information over the phone at any time, and ensures transparency, traceability and reliability in administrative procedures. The process works entirely without paper from receipt of the document and registration to signing off and dispatch. The solution also serves as the basis for special eService applications that in future will connect internal and external business processes.

Comline specializes in intelligent information logistics for the public sector. Experienced specialists analyze processes and use the Helic program to implement the tried-and-tested turnkey solution chain. In view of the growing importance of electronic communication between citizens, industry and government authorities, approved electronic signatures are being given the same legal status as handwritten signatures. To make it easier for the public sector to integrate electronic signatures into business processes, Fujitsu Siemens Computers has developed the framework architecture SignTific.
Fujitsu Siemens Computers and its partner OPENLiMiT® have jointly developed the first signature solution that meets the requirements of the German government’s eCard strategy in line with technical directive 03-112 of the Federal Office for Information Security (BSI).
According to information from the manufacturer, the new standard can be used as a basis to realize a whole range of applications that make life easier for citizens and administrative authorities alike. These applications include, for example, using legally valid signatures in e-mail correspondence, submitting tax returns online, implementing secure log-in processes for web applications, providing evidence of identity or age online, processing electronic prescriptions in online pharmacies, and applying for social benefits online. The eCard strategy also works for signature cards that have already been issued.
